Next steps are as follows:

Send me the tentative topic for your dissertation. Just a couple of sentences...
Begin (or continue) digging around in the literature on your topic.
When you're ready, send me a document that contains the following sections. Each of these sections should have enough detail for me to get a pretty solid understanding of what you'd like to do with your study. I imagine that this document will be in the neighborhood of 5 to 10 pages.
